Have you rebooted your phone? If that doesn't help remove all apps from the app switcher, then go to Settings > General > Reset and double tap on Reset work settings. ?This will clear up any stuck connections and reboot your phone. After the phone reboots you have to go to Settings > WiFi and reconnect to your WiFi including entering the password.

I have to triple tap to get the button to click. If I just double tap it it just says download. If I triple tap it it goes in to cancel download but does not give me the proper progress bar.
