Hi Sandy,
 
If you go into the Settings, then Accessibility, then Voices, then select 
English, one of the options is an Irish Voice, Moira, both as a Default and 
as an Enhanced Voice requiring a 128 mb download.  Also if you use the 
Vocie Dream Reader app, there is an option for an IOS English (Ireland) 
voice in the Manage My Voice section of the settings section.   Regards,
