Hi, I can confirm that turning off auto panning does not eliminate the behavior. What it does do is safeguard against you scrolling to the next page as you're looking for your place. 4,5,6-chord doesn't work in the Kindle app, so I have to pan display length by display length to find my place. Hopefully, Apple will fix this.
