Yes, iPhone 5S should be free with 2-year contract. Of course this may change when the new 4 inch phone comes out. It isn't impossible that it may become the new free phone on contract and the 5S will no longer be offered once all the inventory runs out. But I agree, it's definitely better to wait right now since it is expected the announcement will come on March 14 which is only just over 4 weeks away.
