I'm not really sure if it does back up the voices. When the app is released, I'll install it on my Touch and make sure everything is there and it has synced with iCloud. Then, I'll download it fresh from the App store on my iPhone and turn on the sync and see what happens. My guess is like yours, it probably won't back up the voices, but I'll know if I have to install the voices again.
