And, by the way, once you have a note created, that "no note" changes to "one
note" and so on. It is the count of how many notes you have.

You are on the list of folders if you have a button that says no notes.
Double tap that button that says no notes.
Then, touch in the bottom right of the screen, at least on the iPhone, and you
will find the new note button.
On the iPad that button might be somewhere else, but the issue is you are in
the folder list. To confirm that, you will have a new folder button instead of
a new note button.
So, double tap a folder, even when it says no notes, and you will find your new
note button.
