Here’s another tip on moving apps across pages.

When you find the app you want to move, double-tap and hold in the middle of 
the screen or wherever you feel comfortable  so you’ve got enough screen space 
to move to the edge and switch pages.  Remember that VO will remember the 
position of the last item you tapped on, so if you have an app on the edge 
you’d like to move to another page, this may be an easier method to give 
yourself some runway. I find that moving an app on he far left or right of the 
screen tends to just hold it there. Also, wait for the little beep that sounds 
after VO announces it has made a new folder. if it’s helpful, remember too that 
icons are laid out on the home screen in a grid, unlike a Windows or Mac laptop 
where icons can be dragged to any location.
