I have not had that happen.
I had folders in a particular order on my Touch and when I updated my iPhone to 
version 4, the folders showed up there in the same order.
Of course, I have about 1/10th of the material you have. So I don't know if it 
is a space issue?
How much memory do you have in iCloud?
This sounds like a good question to send to Winston. You might want to use the 
contact through settings in Voice Dream.
