I am not sure why some of you have this issue with the SIM, I upgraded my 5S 
just fine and it has no SIM. Is it possible you did the upgrade before Apple 
pulled the 9.3 upgrade for older devices and rereleased it? If so then putting 
a SIM in the phone may not solve the problem. I would try to do the upgrade 
again via iTunes although you may have to put the phone in recovery mode if the 
current upgrade hasn’t finished.

Hi Sandy,

In case it is relevant, I did have a Sim in my 6S when I upgraded but then 
found that when upgrading with my fluoresce, a Sim was required to finish the 
set up. I don't have one yet! I am quite annoyed about it, really, as I don't 
want to put a Sim in it particularly. Anyway, I will get one soon, because I 
want to get the phone back up and running and don't know what else to do.
