Go to Settings > General > Accessibility > Voiceover > Speech and tap on Default Dialect. Make sure you select "Samantha Enhanced" and not "Samantha Default". The default is the lower quality, compact voice. You can also try out SIRI Mal or SIRI Female and see how you like them.
