Hi, Running in the background just means you can close the app or switch to another app and taptronome will keep working.
I am not sure what those numbers mean when you flick up or down. However when adjusting the tempo, I tend to turn VO off and just slide my finger up or down on the screen. I find doing it this way allows me to change the tempo in smaller incriments.
