Yes, I mean any screen that I go to after pressing the home button to get out of the Siri screen. No, I have not tried to open the app switcher. This is really puzzling to me, never having this problem before using voice over on her phone.

I've run into a few apps which seem to disable Voice Over when you make them active, and then I would do a quick double press of the home button to go to the app switcher, and Voice Over would return (have you tried this?).
