In the area where all your folder names are displayed, you'll find an edit button. Tap on that, and then you'll see a reorder button next to each folder. Double-tap and hold on that reorder button, and then when you hear the tritone sound, drag up or down. Do it slowly, though, and make sure you hear feedback every single time. I would move it one or two folders at a time, maximum three. Things tend to go a little funny when you go too fast, and you lose feedback from VoiceOver, and sometimes things will move to places you didn't mean them to go.
