Hello,
You can export your RSS feeds from Internet Explorer to a file that you can 
then load on to your iPhone.

To export the RSS feeds, go to file menu in Internet Explorer and hit enter on 
Import / Export.
This will bring up a dialog box.  You will have radio buttons, arrow up or down 
until you hear, export to a file, then tab to the next button.
Just follow the wizard and it will export your RSS feeds into an .opml file.

There is more than one way to get the file to your phone, but I think one of 
the quickest is to use one of the storage providers like Dropbox, One Drive, or 
iCloud Drive.
You should then be able to import the file into the RSS Reader app that you 
decide to use.
Personally, I like Newsify, but there are several out there to choose from.
