There was an app called clock chimes. You could select clock chimes and it gave you 3 choices of clocks or you could select announce only and you could set it to announce the time every 15 minutes, every 30 minutes, or the top of the hour. The problem is, I've had the app so long, I don't remember who makes it. I suspect though Todd Burnhard wrote the app. It's totally accessible. If you chose one of the chime sounds, they are very good samples.
