Yes, it is on all phones and if you use the 4-finger single tap to go all the way to the bottom in Settings > Privacy > Location Services you do have to swipe left 3 times to get to System Services. The last 3 items explain what the meaning of various coloured icons is, but as Voiceover users you don't have to worry aboutthat as Voiceover announces what for sighted people is indicated by colours or an outlined icon.
