Interesting, we have an Apple TV 4th Gen and I have not seen any of this even once. We are in Canada and don't have Hulu, but no issues with Netflix or Youtube. What you are describing with a show not resuming after pausing it could be a network issue? Do you have your Apple TV on WiFi or do you have it hardwired to your router?

Sometimes, I can never get it to work and I have to switch to another profile to watch the same episode. YouTube doesn't work half of the time, same thing, remove the app from the app switcher and restart the device. . With Hulu, I can be browsing around and if I click on more details to learn more about a movie, the app will crash every time. These are just a few little annoyances that I am having to deal with. I have uninstalled the apps and reinstalled, but the problems still exist. My software is up to date as well. The device seemed more stable when it was first released than it is now.
