First, I’ve encountered this problem when attempting to use Dictation with several apps though I can’t immediately enumerate said apps.
Second, that “work around” isn’t accurate; you needn’t disable VoiceOver - simply turning off speech (3-finger double tap) has the benefit of retaining the focus on the “Dictation” button while eliminating the bleed over from system speech being picked up from dictation.
