The native Podcast app will do all of this and also allows you to use SIRI to ask to play a certain Podcast, you can ask SIRI to skip by whatever time interval you want whether it's 11 seconds or 98 seconds or 5 minutes. I used to use Downcast, but for the last year or so have exclusively used Podcasts and it does what I want. I have all my Podcasts set to stream, if I want to download one for off-line use I can do so manually.
