actually you can open the app store
touch above the home button
flick left until you hear "apple id" and DT
flick right to "view apple id" and DT
you will be asked for your password
follow the prompts from here.

Hello everyone,
Now that I have a better understanding of changing my payment
information, and where I need to change it at, or with whom, I still
have a small problem.
I have been looking in the ITunes app, to update my payment information.
However, I can't find where to do this at all.
Is the Itunes app not the right place.
Or do I need to go somewhere on my computer, to make this change?
Any help would be appreciated.
