Hi there! I have had similar problems with my 6 s on a number of occasions and have been totally unable to get VoiceOver speaking again after it has suddenly turned off. When I have asked Siri to turn it ,ack on, he has said it is already on, so I then say "Turn Voice-over off", followed by a separate command to turn Voice-Over on. This has always worked for me. I don't know what causes the problem but believe it's a sign that there are more bugs with Voice-Over these days. I hope this work-around will will also work for you. I personally don't think I'd consider an upgrade because of this problem but I would report it to Accessability, as I am now going to do:

No voice-over or Siri no matter how I pushed home button. I hard re-booted a couple more times with the same result. I could hear some clicks so knew it was ready to put in my security code. After about 4 hard re-boots I decided to try tapping the home button. The first 3 times I tapped it 3 times nothing. The fourth time I heard the familiar "voice Over ondd" I was then able to get to the home screen with no problem and no problem since. However, a few months back I had my phone replaced for a similar problem. I did not turn off Siri with home button. Now wondering if Sprint replaced my phone with a refurbished phone instead of a new one and because of these incidents being similar if this might be a bug on certain 6s phones. I am using this as my phone so thinking I should upgrade quickly instead of later in the year so I get a brand new phone, though I am not naive enough to think new phones cannot have problems. Anyone have thoughts or similar difficulties like described? Still not sure how I will handle this. I have heard tech companies are replacing with refurbished but not telling customers.
