When you move an app and you place it either before or after another app, apps 
are going to move. But that's no different from how it used to be. It's just 
that the whole process is easier now. You can either flick two or explore to 
the app where you want to move your new app. Then the rotor options will let 
you make a folder with that app or place it before or after the app that you 
just focused on. Do not double tap on the app or the folder. Just focus on it 
and flick up and down through your rotor choices double tapping the one that 
you want.
