Is there any way to stop it from jumping out of the cells and landing on the
workbook heading?

For column navigation, I turn on vertical navigation on the rotor. This will
allow you to just flick up or down to move by row within a column.
So while I am using the excel app, I always just turn my rotor to vertical
navigation, then I can swipe left and right to move along a row, or flick up or
down to move along a column.
Now to add vertical navigation to the rotor, just go to Settings / General /
Accessibility / Voice Over, swipe down to rotor, and then choose vertical
navigation in the list.

I do not know how good it works with a braille display, but for myself, I
just use a excel spreadsheet. This way I can customize it the way I want it.
