With the elimination of a real home button on the iPhone 7, my understanding is that to reboot the iPhone, one holds down the power and volume down buttons simultaneously. I just tried this on my new iPhone 7 while it was powered on but locked and it did reboot the phone but for several minutes, I thought I had lost Voiceover when in fact what had happened is that I turned my volume all the way down while rebooting. If someone knows of a procedure in order to avoid doing this I'd love to hear it. Otherwise, this seems to be a bad design flaw for those of us who depend on audio in order to use our phones and who reboot their devices every so often as I do.
