I was under the impression that any sort of braille accessibility was also part of Voiceover which means Voiceover has to run in order for braille to work. If you don't need the speech part of Voiceover you can mute speech with a 3-finger double tap, this way you get all the benefits of Voiceover and braille without the phone actually speaking.
