I know it is possible.
Having said that, it is stupidly obtuse at this point with iTunes and a screen 
reader.
First, I know you have to hit enter or spacebar on the button that says iPhone.
Then, there is a treeview of sorts that if you very slowly arrow down, you will 
hear things like apps, music, etc.
If tones is not there, you may have to go into settings but I don't recall 
offhand exactly where that is.
In any case, once you get to tones, you will likely want to tab forever or 
until you find a checkbox to sync all tones.
Then, if the world is still round, syncing might just work.
When I next open that beast called iTunes, if someone else hasn't chimed in 
with more specifics, I will try to write down the steps.
