Go into voice over settings, and tap rotor. Add volume to the rotor by checking the box. Then, call a service that will keep talking long enough for you to go to volume in the rotor, and one-finger swipe up to raise the volume of voice over. Repeat this when you want to change the voice over volume in other situations.
