Unfortunately your friend might be in more trouble than he probably deserves. 
As the other poster already said, Apple has pulled the 3.1.1 update since it 
rendered many watches useless, I guess you can’t even use them as paperweights 
because they aren’t heavy enough ☺
I also heard/read that watches at that point have to be sent in to Apple to get 
fixed or maybe if you do have an Apple Store nearby (not sure if South Africa 
has any) you could go there and they can fix it.
It more and more seems that waiting a few days or a week before you update is a 
good idea. I have no idea how Apple could go through the Watch OS 3.1.1 beta 
cycle without catching this.

A friend tried to upgrade to ios3.11 but the process hangs on the verify stage. 
On my watch it does not even show an ios3.11 upgrade. Has anyone encountered
