Either turn the braille display off entirely or disable bluetooth before restarting the phone. Once the display connects, all bets are off. You can try, though I'm not sure it will be successful, to go in to your BT settings and disconnect the display to see if that helps. Most people I know tend to use the braille display's Perkins keyboard for entering text, but with the sluggishness that came with 10.2, I can certainly understand using touch typing if you are quick with it.
