When I went shopping over the holidays I found the Chromecast Audio for
$35 and the Chromecast for $70. Since the original question had to do
with streaming Netflix to a 21 inch TV, they may also be interested in
video and want the Chromecast instead of the Chromecast Audio. Here's a

set it up using the Google Home app, which is available on android
or iOS and is accessible. Once you have set up your Chromecast, you
simply find the "cast" button in the app you want to send it to your
TV via the chrome cast. At least, that's how the audio one worked
for me. I expect the regular Chromecast the video one, is similar.
You can "cast" the entire screen, rather than doing it from the app,
if you are using an android device. But that sends your screen
reader to the TV as well, which you may not want. At least that is
my experience again with the audio Chromecast.
