Yes, I have experienced this. It seems like it may be a bug from
having VoiceOver speech on. When I disable speech with a three finger
double tap on the screen, the vibrate appears to work as normal in my
pocket although it is random as sometimes it will ring very quickly
and not repeat. In my experience the randomness seems to depend if I
already had a call come in. If I had a call come in and have just
disabled speech and placed the phone in my pocket, it will ring once
quickly. If the speech has been disabled for a long duration and I
keep it this way the call comes through with the repating vibration.
