It works in iOS 10.2.1. I wrote yesterday in response to Ralph's note. Perhaps it didn't go through. You need to double tap on the edit button, then use the buttons that say reorder that are to the right of the favorite you want to move by doing the double tap and hold then sliding it up or down and VoiceOver will tell you that you have moved below or above another favorite.
