Rose probably referred to Jonathan Mosen's book "iOS 10 without the Eye".
Anyhow, as I just posted, if you are trying to use this method to rearrange 
apps in the dock and if your dock has 4 apps in it the method won't work and 
you have to double tap and hold and then drag like before.
This of course applies only if 10.2.1 behaves like the most current 10.3 beta.

What book are you talking about?  How are you trying to move the apps?  There 
is a new way in recent versions of IOS.  When you get to an app you want to 
move, flick up with one finger until VoiceOver says Arrange Apps. Then 
double-tap.
Flick up until you hear VoiceOver give you the option to move the app. Then 
double-tap.
Move to where you want the app to be moved to.  This can either be on the same 
page or another page.  Start flicking up with one finger.  You will get options 
to move the app either before or after the one you are currently on.  
Double-tap on whatever you want to do.
