I'm generally surprised no one has thought of this. put the sim in from your other phone till you set it up, once on the home screen of the 4, switch the cards back.

Well setting it up I have a phone here I have set up all through
iTunes and everything the only things I can’t currently do are call

Hi Marie,

If a device is reset and you are at the initial screen which says
"swipe to setup" you must have a SIM card installed otherwise you
cannot complete the setup. Once it is setup you can take the SIM card
out and it is no problem, but you do need it initially.

You do not need to activate the phone to use it as an IPod. The
activation is only for the phone service. You just need to sign in
with your Apple ID so you can use or buy apps. You can do IMessaging
to others with I devices whenever you are connected to the internet.

I don't want to use it for phone calls, I have Iphone 6 for that.
