Yes, if it asks to set up touch Id just tell it to skip it or do it later or 
whatever the option is.
When you come to where you are asked to create a passcode there is a button 
which I think is called "More Options" or something like that. If you tap on 
that one of the choices is to not set up a passcode at all.
I should say that this what used to be there, there is always a chance Apple is 
no longer allowing you to proceed without setting up a passcode at least 
initially. But I assume you can still not set one up.
