Is it that it doesn't pair once the iPad sees it, or are you simply not finding 
it when scanning for devices?
If you can't see it, then it is not in pairing mode, so getting some help to 
get it into pairing mode is the answer.
There is often a separate button for that, or with some keyboards, it is a long 
press of a certain key, so the manual would be helpful.
