I thought that was already fixed in 10.2.1. As for bypassing touch Id and passcode, just don’t set up touch Id and when you come to where it asks you to set up a passcode, look for the button that says More Options or something like that and in there you have an option to not set up a passcode at all. Chances are it may prompt you to confirm that you are really sure you want to do this, but it’s there.

If you had either on your phone, you will be asked for them in order to update.
