I allowed all notifications, but when I removed the app from the app switcher, I heard nothing at 11:00, so I launched the app again and left it in my app switcher and I heard the 12:00 notification.

When it opens, it askes if you want to allow notifications. Then, when you go through the setup , the last thing says you have to allow notifications. If you said no, and you want it to work in background, you will need to go into the notification settings and turn on sounds for it.
