That depends on who you talk to or whose article you read. I still think from time to time it's a good thing to clear out the app switcher, maybe if you do it half a dozen times a day it could be more of a negative effect, but to do it once a day or once every 2 or 3 days in my view has more positive than negative consequences. Turning on low power mode also really helps, it disables things like push email, background app refresh and it's a quick and dirty way to get better battery life without manually changing a bunch of settings.
