If you have multiple devices on the same account, or if you have an older device's backup that is still in iCloud, that could take up a lot of storage as well. For instance, if you have the current iPhone, an iPhone 6 or 6S, and an iPad all backed up to the same account, then no wonder you don't have much available space.
