Yes, this is something I also did not know, but ti does work on web pages. As for using the item chooser elsewhere, if you are at the search field and flick right once you are on the table index, here you can now flick up or down with one finger to move through the items in alphabetic order. It’s a bit different as, for example, in Contacts, where you get to the table index by touching the very right side of the screen.

With one of those in focus, when your right or left flick with one finger, you will move them on the items of that particular type, although the actual heading link or form control will not be announced as such. Since there aren't headings on the home screen or form controls, or probably links, it's understandable why this would have no effect in that case.
