Mike, Hints is a Voiceover feature, it is in Voiceover Settings under "Verbocity". You can also select hints to be a rotor item where it's easy to turn it on if you generally speaking want it off and only want it on occasionally. I can't remember if it's on the rotor by default or not, just go to Voiceover Settings > Rotor and check it out.
