This message:

 Touch ID, unable to activate touch ID on this iPhone.

Had the Apple engineers mystified so, what we did was turn on the touch ID 
options, add a fingerprint, & created a 4 digit passcode.  We then turned 
off the touch ID option, deleted the fingerprint, & turned off the passcode. 
Now we'll see if this message returns!  LOL  They don't know what they'll do 
if it does, but we'll tackle that if& when that happens.  Thank y'all very 
much for your input.

Hi Mark,

All my settings are turned off, there's nothing wrong with the phone, & this 
has stumped the Apple engineers.  I spent about 1 hour on the phone with 
them in which they had access to my iPhone via screen share, but as I said, 
has them stumped.  The next time this message pops up I will take a screen 
cap / shot of the message, & call them to see if this helps at all.  I will 
keep y'all up to date when I find out something.

Hello Mike,

I suggest that this is, in fact, an error message.

As I do not know the history of your device, I would argue that it was 
physically damaged, sometime in the past, and was not properly repaired. 
There is no need for you to confirm this for, regardless, I recommend that 
you contact Apple as some kind of maintenance is required.

The only other recommendation I can offer, short of contacting Apple, would 
be to install a fresh copy of iOS on the device via iTunes.  If such a step 
did not resolve the issue, then I would argue that your device has been 
seriously compromised and I, personally, would never use such a device for 
fear of having my personal data exposed.

Hi Mark,

It's not an error message, well at least it doesn't seem to be an error 
message, but just a message stating that the touch ID & passcode can't be 
activated on this phone.  The settings are in Touch iD & Passcode, under 
Use touch ID for, iPhone unlock is off, Apple Pay is off, iTunes & App store 
is off, then under the Fingerprint heading, I've never added a fingerprint 
or turned on  / addedthe a passcode.  All the other settings after these 
buttons are dimmed / not accessible.

I am unclear as to what settings you could possibly configure in order to 
prevent such an error message but I strongly suggest that you contact Apple 
tech support either on the phone or in person in order to address this
