Yes, and you simply have to double tap and hold to get into edit mode as before iOS 10. The swipe down or up to get to "arrange apps" is gone, but it's just as easy and now once you are in editing mode you still have all the same features with respectr to moving apps and creating folders and it's even better because you can select multiple apps to move all at once, super slick. One caution, if your device supports 3D Touch do your double tap and hold not too hard otherwise it gets recognized as a 3D hard press.
