I was having the same problem you described on my iPhone 7 running iOS 10.3.3 
while cleaning off 32-bit apps getting ready for the upgrade. I noticed I kept 
getting a shortcut menu for the app with focus instead of the move/edit action 
starting. As someone else has answered, making sure I used a lighter touch on 
the hold portion of the gesture fixed the problem. I was accidentally invoking 
3D touch. I assume iOS 11 will enter into edit mode following the single finger 
double tap and hold if you make sure the hold isn't pressed too firmly to 
invoke 3D touch.

I upgraded my iPod Touch to IOS11 so I could get used to any new processes 
before messing with my iPhone, and I cannot seem to time the double-tap and 
hold gesture to initiate the editing of apps. Every time I try it, the app in

problem? I don't want to update my iPhone till I know this problem won't be
