Marcia, I was having the same problem you described on my iPhone 7 running iOS 10.3.3 while cleaning off 32-bit apps getting ready for the upgrade. I noticed I kept getting a shortcut menu for the app with focus instead of the move/edit action starting. As someone else has answered, making sure I used a lighter touch on the hold portion of the gesture fixed the problem. I was accidentally invoking 3D touch. I assume iOS 11 will enter into edit mode following the single finger double tap and hold if you make sure the hold isn't pressed too firmly to invoke 3D touch.
Good luck. Every time I try it, the app in focus opens instead of editing being invoked. Has anyone else encountered this problem? I don't want to update my iPhone till I know this problem won't be present.
