You actually can’t turn it off, the setting is “manual” or “automatic”, but while mine is set to manual I also get the notifications. This is one example where Apple should simply disable this if Voiceover is running, I don’t know too many sighted people who use Voiceover and neither do I know too many blind folks who sit behind the wheel.
