Hi Rob,

This is a very important question, as when my Apple Tv updated to OS 11 i was 
confused and thought they broke the accessibility with Vo.

I couldnt get it back to how it was on OS 10, but if you rotar to direct touch, 
then you can just lightly touch on the top, bottom, left, and right of your 
Siri remote touch pad, and it will move as you used to when you swiped up, 
down, left, or right,
And now if you swipe, you can also move across and up or down lists, but if you 
swipe harder or further, you can actually jump quite a few list options at a 
time, or if swiping softly, you will jump one or two at a time, but to ensure 
to jump one at a time, rather just tap in that direction, try it, its pretty 
cool once you get used to it.
