This is new behaviour in iOS 11, you can turn bluetooth or WiFi off in the Control Centre and it will actually only disconnect you from your currently connected device, only if you go to Settings > WiFi or Settings > Bluetooth and turn them off there will they truly be turned off. As for your headset, is Voiceover staying on the phone or ddoes it disappear and you hear nothing? If this is the case it may just that volume has dropped to 0, press the volume button repeatedly to bring it up. If Voiceover does not switch at all and remains on the phone then somehow your headset is not paired and if it shows up in the list I would tap on the More button beside it, then tap “Forget this device” and try to pair it again. Even though after I updated to iOS 11 my Voyager Edge was still in the list of devices, it did not work and I had to forget it and pair it again. All my bluetooth devices work fine under iOS 11 so it should work.
