As Sharon said, you don't copy them to anywhere. Just connect your phone, go to 
the device area by clicking on the iPhone button, then go to the device sidebar 
where you have "Summary" at the very top. Almost at the end is "Tones", go 
there and tab a few times until you are in a listview of ringtones. Now use 
Windows Explorer, go to the folder where you have saved your ringtones, copy 
one or multiple tones, go back to iTunes and just as if you were pasting them 
into a new folder or to a USB drive, when you are in your list of Tones paste 
them with Control+V. This will add them to your iPhone.
If you want to delete any of the tones you have to go back to the Summary tab 
first and make sure "Manually manage music videos" is checked, once that is 
done you can go to your Tones tab and tab to the listview of tones and simply 
press delete and it will disappear from the list and from your phone, but of 
course it will remain on your hard drive.
It is actually simplified in some ways, you don't have to first add the Tones 
to your tones library and then go to Tones in the device area where you then 
check them before doing a sync, now you just paste them and they are 
automatically synced.
