In my case this only worked if I tapped on the actual button, it was not enough to put Voiceover focus on the button and then double tap and hold and drag down anywhere. Find the Messages Apps button by exploring the screen, once you found it, double tap on that exact spot, hold on the second tap and drag your finger down to the bottom of the phone. When I found the button that says "messaging apps" and double tapped and held, I heard the tri-tones, then slid my finger down and there was another sound and the buttons along the bottom disappeared as advertised.
